Okonjo-Iweala fires back, says there was no unauthorized spending
The newly inaugurated National Economic Council (NEC) on Monday accused former Minister of Finance and Coordinating Minister of the Economy,Ngozi Okonjo-Iweala, of spending $2.1bn from the Excess Crude Account without authorization.
Okonjo-Iweala reacted to the allegation saying the allegation by some governors is false, malicious and totally without foundation.
In a statement on Tuesday by her media adviser, Paul Nwabuikwu, she said that no unauthorized expenditure from the ECA was made under Okonjo-Iweala’s watch in the Finance Ministry. Decisions on such expenditure were discussed at meetings of the Federation Accounts Allocation Committee (FAAC) attended by finance commissioners from the 36 states.
“It is curious that in their desperation to use the esteemed National Economic Council for political and personal vendetta, the persons behind these allegations acted as if the constitutionally recognized FAAC, a potent expression of Nigeria’s fiscal federalism, does not exist. But Nigerians know that collective revenues, allocations and expenditures of the three tiers of government are the concern of the monthly FAAC meetings. It is important to acknowledge the efforts of governors who are working hard to overcome the current revenue challenges facing their states without resorting to character assassination and blame games.“The former Minister is ready and willing to respond to legitimate enquiries about issues under her purview as Finance Minister. But it is clear that this is the latest chapter of a political witch-hunt by elements who are attempting to use the respected National Economic Council for ignoble purposes having failed abysmally in their previous attempts to tar the Okonjo-Iweala name.“After the publication, the accusers lost their voice. But the latest allegations show that these persons are still in the business of throwing up wild, unsubstantiated figures to damage Okonjo-Iweala’s name. For instance, within the last few months, Governor Oshiomhole and his fellow travelers have asked Okonjo-Iweala to account for “missing” $30 billion, $20 billion and now $2.1 billion. What they don’t seem to understand is that the strategy has lost all credibility because the falsehood is clear for all to see.“How can some governors who fought FG’s efforts to leave robust savings in the ECA and even took the Federal Government to court over the matter turn around to make such unfounded allegations?“Against this background, the idea that she spent $2.1 billion without authorization is simply not credible given that details of government receipts and expenditure are public knowledge,”

Being 'gay' is finally okay in Mozambique
Mozambique legalized homosexuality on Monday when a new penal code came into force that swept away old Portuguese colonial laws, in a victory for campaigners for gay rights in Africa.
The old code, dating back to 1886, targeted anyone “who habitually engages in vices against nature”, but no known prosecutions were brought after Mozambique became independent in 1975. Breaking the law was theoretically punishable by up to three years of hard labour.
Dercio Tsandzana, an influential blogger and activist, said there had been no public discussion of homosexual rights. “The government instead abides by the external pressure put by some embassies and foreign donors,” he said.
Homosexuality is punishable by death in Sudan, Nigeria and Mauritania.

Officials are investigating how he contracted Ebola, Mr Nyenswah said.
Liberia was declared free of Ebola six weeks ago, following the deadliest outbreak in the disease's history.
More than 11,000 people have died of the disease since December 2013, the vast majority of them in Liberia, Guinea and Sierra Leone.

US Gay Marriage - Robert Mugabe Asks Obama to Marry Him
Zimbabwe’s 90-year-old president, Robert Mugabe, has challenged President Barack Obama by asking for his hand in marriage. His comment comes at the back of the legalization of gay marriage in the United States by the Supreme Court.
Mugabe during his weekly radio interview with Zimbabwe’s national radio last Saturday said:
“I’ve just concluded since President Obama endorses the same-sex marriage, advocates homosexual people and enjoys an attractive countenance thus if it becomes necessary , I shall travel to Washington, D.C. , get down on my knee , and ask his [Obama’s] hand. I
can’t understand how this people dare to defy Christ’s explicit orders as our Lord prohibited mankind from sodomy.''
Mugabe is also
reported
to have added that the American Government is run by pervert, Satan-worshipers who insult the Great American nation. The American tradition and heritage was based on lofty Christian principles, added Mr. Mugabe, but to the detriment of this great nation, America’s corrupt political elite is acting according to their diabolic whims.
Obama’s endorsement of gay marriage, the first ever from a sitting president, came amid growing pressure for the president to clarify his previously muddled opinion.
Okonjo-Iweala spent $2.1bn without approval – NEC
The newly inaugurated National Economic Council, has accused former Minister of Finance and Coordinating Minister of the Economy, Ngozi Okonjo-Iweala, of spending $2.1bn from the Excess Crude Account without authorisation.
The Council, which is chaired by Vice-President Yemi Osinbajo, made the accusation after the NEC’s 58th meeting in Abuja on Monday, June 29.
While speaking to State House correspondents, Edo State Governor Adams Oshiomhole said: “We looked at the numbers for the Excess Crude Account. The last time the former Minister of Finance and Coordinating Minister of the Economy, Mrs Ngozi Okonjo-Iweala, reported to the council, and it is in the minutes, she reported by November 2014 that we had $4.1 bn.”
“Today, the Accountant-General Office reported we have $2.0bn. Which means the honourable minister spent $2.1bn without authority of the NEC and that money was not distributed to states, it was not paid to the three tiers of government.”
Within 2012 and May 2015, it was also discovered that the Nigerian National Petroleum Corporation earned a total of N8.1 tn but remitted only N4.3tn.
As a result of these anomalies, the Federal Government has constituted Oshiomhole, Kaduna State Governor, Nasir el-Rufai; Akwa Ibom State Governor, Udom Emmanuel; and Gombe State Governor, Ibrahim Dankwambo, into a panel to probe the NNPC and the ECA between 2012 and May, 2015.
